Last week a series of meetings were held at the Presidential Academy with representatives of the Ministry of Administrative Development and the Embassy of the Syrian Arab Republic. The Institute of Public Administration and Civil Service took an active part in organizing the meeting.

During the meeting, which took place at IPACS, headed by Deputy Director of IPACS Natalya Evtikhieva and Head of the International Cooperation Department Karolina Sikirinskaya, the parties discussed possible areas of cooperation in the field of training senior management personnel.

At the beginning of the meeting, the Head of the International Development Department of the Presidential Academy, Natalya Shafinskaya, welcomed the Syrian delegation and introduced the participants from the Institute of Public Administration and Civil Service.

 

“The Institute of Public Administration and Civil Service is the largest Institute of the Academy. Most of the activities in the international sphere are concentrated here”, noted Natalya Shafinskaya.

Ms. Sanaa Ghassan Lahouj, Assistant Minister of Administrative Development for Training and Institutional Organization of the Syrian Arab Republic, delivered a welcoming speech.

She thanked the Presidential Academy for organizing the meeting and the opportunity to discuss the importance and features of senior management training: 

“Syrian President Bashar Assad launched an administrative reform program, the goal of which is to train the most qualified civil servants. Therefore, we are very interested in implementing training programs for administrative staff. We hope that our interaction with the Presidential Academy will make a significant contribution to the development of relations between Russia and Syria”.

During the meeting, Deputy Director of IPACS Natalya Evtikhieva emphasized the importance of establishing new international contacts for the institute.

“In order to build bilateral relations, you need to immerse yourself in the specifics of business development and public administration in the partner country. Our institute is ready for cooperation, exchange of students and listeners. We will be glad if we interest you in our programs”, noted Natalya Evtikhieva.

Karolina Sikirinskaya, Head of the International Cooperation Department at IPACS, presented detailed information about the activities of the Institute, emphasizing the features of the implementation of international projects and programs. She noted the readiness for bilateral cooperation and joint work in various directions, including the implementation of management training programs.

 

“It would be very important for us to open such a vector of interaction, since your region is very interesting and unique for us,” emphasized Karolina Sikirinskaya.

The second meeting of the delegation of the Syrian Arab Republic was held with representatives of the institutes and faculties of the Presidential Academy, headed by Vice-Rector for International Activities of the Presidential Academy Polina Nemirovchenko and Head of the International Development Department of the Presidential Academy Natalya Shafinskaya. The Institute of Public Administration and Civil Service was represented at the meeting by acting Director of IPACS Ruslan Korchagin, acting Deputy Director of IPACS Tigran Zanko and Director of the Center for Additional Professional Education of IPACS Olesya Yukhimenko.

At the beginning of the meeting, Vice-Rector for International Affairs Polina Nemirovchenko welcomed the delegations and expressed hope for further productive interaction with the Syrian Arab Republic. She noted that now the cooperation agreement has almost been completed, and the active development of joint projects and programs will begin soon.

“In the fall, a meeting was organized with the Ambassador of Syria, at which directions for further cooperation between our countries were outlined. It is gratifying that we continue to establish our contacts and communication with the Syrian Arab Republic,” emphasized Polina Nemirovchenko.

In his speech, the acting director noted the possible directions and importance of cooperation. Director of IPACS Ruslan Korchagin:

“The Presidential Academy is the leading university in the Russian Federation for training management personnel. We have been training government administrative staff for more than 100 years. During this time, a wealth of experience has been gained in the development and implementation of educational programs for the training of both young personnel and senior groups of positions. We are glad that you contacted us and that we can cooperate in the name of the peoples of our countries. Practice shows that the success of any educational program lies in teamwork. We are ready to implement educational programs considering the specifics of your requests.”

We are confident that the results of the meeting will be the beginning of a long-term and fruitful partnership!
