On May 27, 2021 was held an online Russian-Cuban conference «Modern public administration and the role of a new generation of civil servants: the experience of Cuba and Russia». The Conference was attended by RANEPA management, IPACS employees and students of the personnel management faculty. The event was initiated by the Institute of Public Administration and Civil Service (IPACS) RANEPA and the Escuela Superior de Cuadros del Estado y del Gobierno (ESCEG).


The Conference opening took place after the greetings RANEPA Vice-Rector – Dmitry Butashin and IPACS Acting Director – Ruslan Korchagin. The participants discussed issues of public administration transformation, state digitalization, the role of a modern civil servant, and also shared their government experience in Russia and Cuba.

From Cuba party were ESCEG Rector — Mercedes Delgado Fernandez and Deputy Ministry of Communications of Cuba – Ernesto Rodriguez Hernandez.

The RANEPA event program included Larisa Taradina, Director for the Development of International Education and Cooperation; Elena Kireeva, Dean of the Faculty of Personnel Management and Civil Service; Tigran Zanko, Director of the Center for Civil Service and Administration; Maxim Prokoshin, a member of the Center for Public Finance and Tax Law Research in Central and Eastern Europe.

Deputy Head of the International Cooperation Department IPACS RANEPA – Caroline Sikirinskaya moderated the Conference and at the end summarized the discussion results. The colleagues announced their mutual intention to develop cooperation in the scientific and educational spheres and establish joint programs to enhance interaction between the Russian and Cuban authorities.
